If you've been with your vendors a long time restructuring your payables with them is a reasonable achievement. They understand their partnership in managing the ultimate customer of the goods and services you buy from them to deliver yours. If you've just got involved or you're a fly-by-night you've got a lot less leverage.
Size of Relationship - Competitive Position
Everyone understands their relative importance to the company. The biggest customers usually succeed and restructuring payables with a reasonable plan is probably achievable. Customers who are the cutting edge product purchasers, one of the biggest in a geography, uniquely servicing a particular niche also fare well in negotiating a payable restructuring deal.
Dollar Size of the Problem
If you're restructuring a smaller amount that's probably easy to restructure. If you're into your vendors big time and the invoices are getting old, then you actually have a reasonable amount of leverage so long as you're not about to crater.
